Combine sliced cucumbers, onions, bell peppers, and salt in a large container. Cover with ice cubes and let sit at room temperature for 3 hours. Drain the brine and squeeze out any extra moisture.
In a large saucepan, mix together sugar, vinegar, mustard seeds, and celery seeds. Bring to a boil and cook for 3 minutes. Pour the hot mixture over the cucumber mixture and let it cool for about 30 minutes.
Divide the cooled cucumber mixture into jars. Cover with lids and store in the refrigerator for optimal freshness.
