Preheat your oven to 350 degrees F (175 degrees C). Generously coat a 12-cup fluted tube pan with nonstick spray. Insert a roll of aluminum foil into the pan's tube to prevent any overflow. Pour caramel topping evenly into the prepared pan.
In a large bowl, combine the cake mix, water, 3 eggs, and vegetable oil. Beat until thoroughly mixed. Gently pour the batter over the caramel topping, ensuring even distribution.
In a blender, combine condensed milk, evaporated milk, 4 eggs, cream cheese, and vanilla extract. Blend until completely smooth. Slowly pour this mixture over the cake batter. During baking, the cake will rise, and the milk mixture will settle to the bottom.
