Instructions

In a large pot over medium-high heat, combine water, kosher salt, sugar, sage, basil, garlic, peppercorns, and bay leaf; simmer, stirring occasionally, until the salt and sugar are completely dissolved, approximately 20 minutes.
Take the pot off the heat, cover, and allow it to steep for 20 to 30 minutes. Place the pot in an ice bath, stirring occasionally, until the brine cools to room temperature, about 20 to 30 minutes. Before using, refrigerate until completely chilled, for at least 1 hour.
